Is my ozone machine to small?

 We recently had a house fire.  We are trying to restore items that have soot and smoke damage.  We clean the soot and then ozone. I purchased a 20,000 mg unit. We had been borrowing a tool box machine. I don’t know it’s output.  No markings but it had 4 ceramic plates inside.  Our success rate has dropped in removing odors since using the one I purchased.  Was the machine I borrowed putting out more ozone than the one I purchased?

The larger unit that you borrowed was a 28k unit, with approximately 1/3 more power.
Severe smoke damage just likely needs a bit more time to oxidize the tars and odor causing smoke constituents.
